The focus of this training is the Solicitation Analysis. In this session, Dr. Phillips will discuss three critical areas of solicitation analysis: the requirement, deliverables, and timeliness. In each area, you’ll learn about the tools and techniques to help you and your client read and interpret a solicitation. Please note that the scope of this training does not include pricing and technical approaches.

Meet Your Instructor:
Dr. JAMES N. PHILLIPS Jr., PMP, CFCM, NCMA Fellow, is a contracting practitioner with over 25 years of professional acquisition experience. His experience includes serving as the Managing Consultant for Phillips Training and Consulting Inc.; an intermittent Professor of Contracting for the Defense Acquisition University; an Acquisition Chief, Department of Veterans Affairs National Center for Patient Safety; and a Termination Contracting Officer at Defense Contract Management Agency. Jim’s experience also includes over 15 years of working with small businesses through partnerships with the Michigan PTACs and the Veterans Business Resource Center in Michigan.
Jim holds a Certified Federal Contract Manager from the National Contract Management Association (NCMA) and the designation of NCMA Fellow. He also holds a Project Management Professional (PMP) certification from the Project Management Institute and Lean Office Certification from the University of Michigan and a FAC-C level III Certification for contracting.
Dr. Phillips has over 50 articles published in a variety of media, print and online, such as Contract Management, Defense Acquisition, Federal Manager, The Lean Post, Journal of Healthcare Contracting, GovernmentCIO, as well as his LinkedIn articles. Jim has also authored two books, “The COR Member of the Acquisition Team: The Contracting Officer’s Representative’s Guide to Performance and Quality” and “Understanding Solicitations and Preparing Proposals.” Jim has presented at the National Veterans Small Business Engagement and APTAC 2013 Spring conferences.
Jim is a retired Naval Supply Officer and resides in Grass Lake, Michigan with his wife, Sue.
