In 2016, the SBA changed the competitive landscape through its All-Small Mentor-Protege Program. Since then, the Program has helped small businesses of all socio-economic designations develop their capabilities and increase their competitiveness.
In this webinar, government contracts attorneys Matthew Schoonover and Shane McCall will walk through the All-Small Mentor-Protege Program to explain its purpose and benefits, as well as eligibility and application requirements. Attendees will also learn about joint ventures between an approved mentor and protege, and how these relationships can help make a small business more competitive.

MATTHEW SCHOONOVER is a Partner at Koprince Law LLC, where he counsels clients about the unique legal issues they face as federal government contractors. In addition to advising clients about regulatory and compliance issues, Matt prepares effective and compliant teaming agreements, subcontracts, mentor/protégé agreements, joint venture agreements, and other key documents. A significant portion of Matt’s practice, moreover, involves representing contractors in bid protests, size and socio-economic category protests and appeals, and in claims and appeals under the Contract Disputes Act.
Matt has been honored to present on government contracting legal issues to a variety of audiences, including at several small business and veterans’ contracting seminars. He has been quoted in articles appearing in Bloomberg.com, Law360.com, Westlaw Journal, and Contract Management magazine. Matt is also a co-author of SBA Small Business Size and Affiliation Rules and Debriefings and Bid Protests, which are Volumes 2 and 3 in the “Koprince Law LLC GovCon Handbooks” series.

SHANE McCALL is a senior associate attorney at Koprince Law LLC in Lawrence, Kansas. He focuses on assisting small businesses in their quest to navigate the thicket of federal government contracting. He regularly litigates GAO bid protests, as well as size and status protests and appeals before the SBA. He also assists with contract administration issues, including claims and appeals. In the transactional world, he works on mentor-protégé agreements, joint venture agreements, subcontracts, and teaming agreements, among other things. Shane also advises companies on FAR and SBA compliance issues.
