The GSA MAS application process is detailed, document-heavy, and often confusing for first-time offerors. Many businesses waste time, miss steps, or face rejection due to incomplete or non-compliant submissions. With the implementation of Executive Order 14240, “Eliminating Waste and Saving Taxpayer Dollars by Consolidating Procurement,” we anticipate a surge in requirements being solicited under the GSA MAS contract vehicle.

Brittany Opoku is the Principal Consultant at First Foster Consulting and a certified AASBC® Business Advisor with over 16 years of experience in federal government and commercial sectors. Her professional background spans contract management at the Social Security Administration, logistics and operations at ICAT Logistics, and federal procurement strategy at Deltek, Inc.
With a B.A. in Political Science and an M.A. in Government, Brittany specializes in technical writing and has contributed to more than $100 million in successful federal contract awards. She has personally completed hundreds of GSA MAS Schedule offers for small businesses across industries such as information technology, professional services, construction, logistics, training, facilities, and staffing. She is deeply committed to helping small businesses grow in the federal marketplace and is known for delivering clear, results-driven guidance. Brittany is also a certified business coach and frequently presents on government contracting topics for platforms such as Govology and SBA-affiliated organizations.
This opening session introduces the GSA MAS program, its purpose, and structure. Participants will complete required registrations, training, and select the appropriate Large Category and SIN(s) for their offer. A guest speaker from a successful small business in the Facilities, O&M, and Construction industry will share insights from their GSA journey.
This session covers all required administrative information and government compliance data needed for the GSA MAS offer. Participants will learn how to align their business data, gather mandatory financials, and address special requirements such as subcontracting plans.
Participants will draft and refine the technical proposal elements of the offer, including corporate experience, quality assurance, and past performance. This session will provide templates and examples to ensure consistency and compliance.
This session focuses on building a pricing strategy that meets GSA’s requirements for fairness and transparency. Participants will complete the GSA price template and learn how to support their pricing with documentation.
Participants will receive a walkthrough of the eOffer system, including uploading documents and completing final checks. The session will focus on preparing a submission-ready package that meets formatting and compliance standards.
In the final week, participants will complete a structured review and submit their final offer in eOffer. We will also discuss what happens post-submission, including clarifications, negotiations, and award procedures.
