In this course, you will learn about various types of indefinite delivery vehicles, including but not limited to government-wide contracts such as GSA federal supply schedules as well as agency-specific contract vehicles. We’ll discuss how to identify if an agency is utilizing an indefinite delivery vehicle to procure goods or services similar to what you offer. Additionally, we’ll  explain the steps you should take in advance of solicitations to secure a coveted spot within an indefinite delivery vehicle.

CARROLL BERNARD, Govology 

Carroll Bernard, CEO and Co-Founder of Waypoint America LLC dba Govology, has a rich background in government contracting. Starting as a Supply Officer in the U.S. Navy Supply Corps, Carroll provided logistical support and acquisition management. He continued his acquisition career at the City of Vancouver, WA, and held a warranted Contracting Officer position at the Department of Veterans Affairs.

Carroll’s expertise expanded during his time at the U.S. Small Business Administration (SBA), where he served as a Business Development Specialist, Veteran Business Development Officer, and Primary HUBZone Liaison. He became a subject matter expert in small business programs, federal certifications, and small business contracting with federal agencies.

After his federal government career, Carroll supported small businesses as a Procurement Counselor with the Defense Logistics Agency’s Procurement Technical Assistance Program. In 2015, Carroll and his team at Govology launched an online training platform for government contractors, training over 17,000 professionals and saving small businesses millions of dollars. Their collaborative approach with non-profit organizations, government agencies, universities, and corporations led to their recognition as 2020 Small Business Champions by the U.S. Small Business Administration.
