Government solicitations can be complicated, lengthy, and sometimes overwhelming, particularly when critical requirements are scattered across multiple documents, attachments, clauses, instructions, and amendments. Whether you are pursuing opportunities with federal, state, or local government agencies, knowing how to systematically break down, analyze, qualify, and organize a solicitation is essential to making informed bid/no-bid decisions, identifying and sharing critical information with internal team members and external teaming partners, and submitting responsive, timely, and compliant offers.

In this session, Carroll Bernard will walk participants through a practical process for combining, organizing, and managing government solicitation documents to make them easier to review and analyze. You will learn how to identify, highlight, and think through critical keywords, unique requirements, instructions, evaluation factors, deadlines, compliance considerations, and other key terms that can make or break an offer.

The session will also explore how today’s AI tools, including widely available frontier models such as ChatGPT and Claude, can assist contractors throughout the solicitation review process. Participants will see practical examples of how AI can help combine and summarize complex documents, categorize requirements, develop compliance checklists and matrices, identify and highlight important information for teaming partners, including creating tailored solicitation extracts that capture critical requirements and flowdown language, and help teams ask questions and find answers about solicitation requirements.

Just as importantly, we’ll discuss where AI should and should not be trusted, and why human review remains essential when interpreting contractual requirements. Participants will also learn how to use AI tools to navigate key regulations and research clauses that may be incorporated by reference, where the solicitation provides only the clause number or citation rather than the full text.

By the end of the session, participants will have a repeatable process for turning complex government solicitations into actionable information that supports opportunity qualification, teaming, and proposal development.

Target Audience: New and emerging government contractors, business development and capture professionals, proposal team members, project managers, and small-business owners who participate in federal, state, or local government contracting.

His career includes acquisition roles in the U.S. Navy Supply Corps, the City of Vancouver (WA), and the Department of Veterans Affairs as a warranted Contracting Officer. He later served at the U.S. Small Business Administration (SBA) as a Business Development Specialist supporting 8(a) firms, and also as the SBA Portland District’s Veteran Business Development Officer and Primary HUBZone Liaison. After federal service, Carroll helped small businesses compete for government contracts as a Procurement Counselor with the Department of Defense APEX Accelerator program (formerly PTAP). In 2015, he and his team launched Govology’s online training platform, which has trained over 20,000 business professionals through partnerships with nonprofits, government agencies, universities, and corporations.
