Andrew HairBusiness Development and Capture Manager and Facility Security Officer, Masser Technologies
Andrew Hair is a seasoned business development and security professional with nearly 40 years of experience spanning the military, government, and defense contracting sectors. His expertise includes IT sales, project management, proposal development, facility security, and classified project analysis. He has successfully supported clients across local, state, and federal government agencies.
Mr. Hair holds a Bachelor of Science in Public Administration (1983) and a Master of Public Administration (1985) from Missouri State University. He was commissioned as a U.S. Army officer and served at Fort Bliss, Texas.
Following his military service, he worked as a Senior Grants Planner for the City of El Paso, focusing on affordable housing and homelessness initiatives. During this time, he founded and chaired the Coalition for the Homeless for Greater El Paso and served as an adjunct professor of Political Science at El Paso Community College.
In 1995, Mr. Hair transitioned to the IT sector, taking on leadership roles in business development, project management, and infrastructure services. He specialized in cabling, voice, video, and data network solutions and has managed large-scale commercial and government IT projects across the United States and Mexico.
Since 2010, he has worked as an analyst and program manager for air and missile defense test programs and various Army IT services contracts. He is a trained Facility Security Officer (FSO) with extensive experience overseeing cleared personnel and managing security operations for classified projects.
Currently, Mr. Hair serves as the Business Development and Capture Manager and Facility Security Officer for Masser Technologies. He also dedicates time to professional organizations, serving as the President of the El Paso Chapter of the Armed Forces Communications Electronics Association (AFCEA). Based in El Paso, Texas, he enjoys golfing and pursuing his lifelong passion for amateur radio and Morse code communication.
