When government contractors perform work on cost-reimbursable contracts, the finesse to recover indirect costs accurately, avoid significant under- or over-billing, and manage cash flow are paramount to being successful. Provisional billing rates (PBRs) establish the billing rates applied during contract performance and serve as the cornerstone for interim cost recovery, yet the process of establishing, submitting, monitoring, and updating them can be overlooked. Additionally, PBRs are the cornerstone for making changes to your indirect rate structure to improve the allocation of indirect rates to final cost objectives.

This course offers clear, actionable guidance on navigating the lifecycle of provisional billing rates, from preparation to post-review reconciliation. Drawing from DCAA’s expectations and FAR 42.704 requirements, course participants will learn how to calculate defensible rates, identify common deficiencies, and stay ahead of the curve through effective monitoring and timely updates.
