Proposals are contractor-prepared packages made in response to government solicitations, which include budgeted costs for the projected period of performance. In this webinar, Katelyn Rigle from the Defense Contract Audit Agency (DCAA) will provide an overview of the proposal requirements outlined in FAR Part 15 and DFARS 252.215-7009.
This session will cover all key cost elements, including direct labor, materials, subcontracts, other direct costs (ODCs), and indirect rates. It will also review DCAA’s process for evaluating proposal adequacy, highlight common areas of noncompliance, and share best practices for budgeting with historical data. Attendees will gain actionable insights and access to regulatory resources to strengthen their proposal development efforts.

KATELYN RIGLE, Financial Liaison Advisor, Defense Contract Audit Agency
Ms. Katelyn Rigle is the Operations Audit Liaison Small Business Coordinator for DCAA, headquartered at Fort Belvoir, VA. Ms. Rigle has been with the agency since 2009 and currently acts as the agency’s small business liaison, offering education, guidance, and support to small and medium size businesses working in the Federal contracting realm. Ms. Rigle also coordinates training through the Small Business Administration, APEX Accelerators, and federal consulting firms.
Ms. Rigle graduated from King’s College with a Bachelor of Science degree in Accounting as well as Strayer University with a Master of Business Administration, concentrating in Government Acquisition.
