Description

The federal market is changing how federal contractors track market intelligence. Recent updates under the Revolutionary FAR Overhaul give agencies greater flexibility in choosing market research methods. As legacy tools migrate, change, or disappear, early opportunity signals may no longer appear where federal contractors expect them to. The right public data platforms can match paid commercial software, yet navigating them requires knowing exactly where the data has moved.

This masterclass gives federal contractors a practical workflow from the first opportunity signal to a defensible bid decision, using free, current tools.

The Agenda

  • Updated Stacks: Navigate SAM.gov, USAspending.gov, GSA buying tools, procurement forecasts, and agency sources without duplicating visibility for federal contractors.
  • Regulatory Transitions: Recognize how FAR Part 10 market research rules affect agency research and interactions.
  • AI in Market Research: Evaluate what AI tools accomplish, where they fail, and how to preserve data security.
  • Interpreting Signals: Analyze cancellations, forecast delays, and budget reallocations to distinguish purchasing behavior from routine noise.
  • Data-Informed Decisions: Construct a pipeline with objective intake criteria and practical Go/No-Go methods.

Key Takeaways

By the end of this session, participants will be able to:

  • Find the free federal data sources that replace legacy platforms.
  • Understand agency behaviors to support faster, data-backed Go/No-Go evaluations.
  • Build a lean pipeline scaled to their firm’s actual capacity and win probabilities.
  • Deploy AI workflows safely without overestimating their capability.

Target Audience: Federal contractors, capture managers, business developers, growth managers, business analysts, and market researchers supporting federal business development and market intelligence.

Today, she advises executives, growth teams, agencies, congressional stakeholders, and market advisors on anticipating and translating policy signals, budget activity, procurement behavior, and mission priorities into actionable government sales strategies.

Hart is the architect of the BD 360° methodology and author of BD 360°: A Fresh Spin on Federal Sales (2023), the definitive playbook for modern federal business development. Her approach pushes contractors beyond reactive opportunity tracking toward a fuller command of the federal sales lifecycle, from policy inception through proposal execution.

Hart’s influence reaches beyond client advisory work into national policy and industry leadership. She testified before the U.S. House Small Business Committee on Governmentwide Acquisition Contracts and Small Business participation (2022), contributed to the Biden Administration’s Supply Chain Ministerial Forum (2022), and was a featured speaker at the U.S. Patent and Trademark Office’s Women’s Symposium (2023). Amber delivered more useful insight in 90 minutes than I expected from an entire course. She doesn’t just talk theory; she provides actionable steps, real-world examples, and the mindset you need to navigate the government marketplace. I’m already looking forward to the 2.0 version where we can dive even deeper into workflows, research methods, and opportunity tracking. If you’re serious about winning government work, start here.
